A net external force changes the total momentum of a system. If during a process no external forces act, and the system is initially at rest, then the total momentum P remains zero and of course the velocity of the center of mass Vcm remains zero.




If a net external force acts, it is the center of mass acceleration acm that obeys Newton's 2nd Law. The net external force equals the total mass times the acceleration of the center of mass.
